when that fell apart, though, mitch mcconnell did step in. these are old-time senate folks who have been together, as you said, for a long time. i think they pride themselves as deal-makers in the end. i think they stepped in, biden was happy to do so. he likes to be involved. going forward, though, it is interesting because we're going to have another fight within a couple months on both the debt ceiling and the sequestration, the sequester cuts are going to come forward. they're going to have to figure out what to do, because it's only a delay. and so, you're going to have this happen again. so you might look to see what cue the white house sends by how involved vice president biden is going forward. >> well, steve, let's talk about that. the one big issue that was not dealt with are the spending cuts, simply put on hold for two months that, by the way, seems to be the timeline for the debt ceiling debate to heat up again. for all the things this bill deals with, how big a failure was it not to address the sequester? >> well, it clearly was

as you know, he's been called on by mitch mcconnell to help with these last-minute talks. what do you think his role is now with so little time left? >> well, the vice president goes way back with senator mcconnell, and i've been in the room when they have talked, and it doesn't sound like two partisans separated by deep ideology. it sounds like guys who know how to bang out a deal. that said, if that were up to them perhaps they could get somewhere, but there are so many other forces swirling around this right now. i'm kind of in the same camp as kristen and the other political analysts we just heard from. if we are starting to hear things getting further apart rather than closer apart at this late date, i don't know that a decades old friendship between a couple of senators -- former senator and current one are going to make that much difference at this point. >> paul, let me play for you what senator lindsey graham said this morning on "fox news sunday" about the chances of a small deal. let's listen. >> exceedingly good. i think people don't want to go over the cliff,

at 2:00, we saw mitch mcconnell come out and say we still don't have a deal. we've heard criticism about the president's tone today on "meet the press." this is what john boehner had to say, blaming the failure of a deal on the president. >> your response? >> well, that's very interesting, chris, because speaker boehner has refused to even hold a vote in the house of representatives on the president's proposal. we're not asking speaker boehner to endorse the president's proposal. we're not asking republicans to say they want to endoris the proposal. we're simply asking for a vote. we believe that republicans and democrats together could get a majority for the president's proposal to avoid the fiscal cliff and deal with the deficit in a balanced way. in fact, as we know, republicans like tom cole, a very conservative member from oklahoma, and others have said that that approach makes sense. and yet the speaker refuses to allow a vote on that proposal. and so allow democracy to work and so far unfortunately, speaker boehner has been held captive with the tea par

we have a lot of speculation, negotiations between the vice president and mitch mcconnell. i want to see the package before i jump to a conclusion or make a judgment. i think it is only fair and it is fair to my constituents. conceptually both sides need to be willing to compromise. we've shown an ability on the democratic side to do so. the president has shown that ability. he was originally at $250,000 then offered $400,000. the house republicans said no to a million dollars, an increase in taxes for people earning over a million dollars. we need to come back to the middle and get this done. my constituents, people throughout america, want to get this done. there is a very strong appetite to doing that. >> i want to change topics and get your reaction to the hospitalization of secretary hillary clinton. she of course represented new york as senator before becoming secretary of state. are you hearing anything new about her health? >> i've not heard anything new about her health. we do know this. she is as tough as nails. she is strong. she is resilient. i know we wish her

john boehner -- >> but mitch mcconnell did reach ute to the president. do you see that as posturing, we're doing our best, or do you think the republicans are serious and feeling pressure about making a deal? >> i don't think they feel that much pressure. i think they feel -- they feel a little bit of pressure but feel more pressure from their base and from the right, and that is especially true in the house among the house caucus. the whole reason for that plan b fiasco, of course, that boehner pulled before christmas, was that his more conservative members wouldn't agree to any tax increase at all, even on incomes above $1 million a year. the pressure they feel is from the right, and believe me, you look down the list of the republicans in the house of representatives and try to look and see what percentage of the vote barack obama got in their districts. which is a good barometer of how much kind of pressure they might feel to moderate. barack obama got 38%, 42% in most of their districts. they don't care about what democrats in their districts think.

>> well, mitch mcconnell looks pretty good. this is the guy who said his main objective prior to 2012 was getting president obama unelected. that didn't happen obviously. he just looked like an obstructionist. now he is playing a productive role getting some things done for the nation. >> now, it looks like in this deal the senate bill punts a lot of things down the road and we could see a debt ceiling debate in the near future. >> yes. >> how can we avoid the kind of brinksmanship we've just seen in the issues we've got moving forward? >> i'm not sure we can avoid it. that is why this deal, it is going to be a relief for the markets that there is some deal that doesn't involve tax increases for most people. it puts off most of the big issues. i mean, if anything was going to happen, it was going to be that the middle class tax cuts would be extended and perhaps permanently which looks like we're seeing. that was the low hanging fruit in this, the easy part. the hard things all have been pushed off. we know we'll have a big bat

republican mitch mcconnell said the process wasn't pretty but got the job done. >> each of us could spend the rest of the week stusing what a perfect solution would have looked like but the end result would have been the largest tax increase in american history. it took an imperfect solution to prevent our constituents from a very real financial pain. in my view, it was worth the effort. >> nbc's luke russert is live on capitol hill. good morning. happy new year to you. >> good morning, mara. good to see you in the chair. >> thank you very much, sir. so the house republican conference meets at 1:00. is that speaker boehner's best chance to sell this to republicans? >> reporter: it is. this is by no means a done deal. it did get 9 votes in the senate and one would think such a bipartisan vote in that body would correlate over to the house of representatives but it isn't necessarily the cases specially with the 112th congress. there is some consternation among conservatives for this bill for a few reasons. number one they don't like the extension of unemployment benefits and think that adds

mcconnell, but nobody's like genuinely happy with it because we know we're just kind of kicking the can down the road for another two months. we're still going to have to deal with all the spending cuts that are the driver of the deficit and we'll have this fight again in february or march when we have to go to the debt limit, deal with sequestration and really look at what the president offers in terms of reforming entitlements. that's where we'll really have deficit savings. remember, we're in nickel right now because we're trying to deal with the deficit and long-term debt problems, not just fix a little area in the tax code. >> richard, would you agree that we're really just looking at the tip of the iceberg here? i mean, if we thought this was a difficult negotiation, you ain't seen nothing yet? >> yes, well, can we concede on the air that this whole fiscal cliff business was overhyped, that we knew that the world was going to look basically the same today and tomorrow and the next day, even if it didn't get done, as it did yesterday, but -- >> but do you think -- >> the debt c
